
The Green Cooperative Initiative is expanding its presence in Sindh, with 52, 713 acres of government land already set aside of its pilot project. But questions about the legality and transparency of the agreement linger, as plans to allocate additional land in the province districts remain underway.
Local residents have raised concerns about impact of these developments on their livelihoods and access to natural and water resources. Recently, the Sindh government allocated land in Umarkot to the company. Approximately 14,008 acres of government land, located in Dehs Horingo, Chhar Thar, and Bhanyari in Taluka and district Umarkot, were leased for corporate agricultural farming to the Green Cooperative Initiative. In Golarchi, Badin locals have been forced to leave their homes and land because 2,243 acres of coastal land have been handed over to the company, according to local reports.
According to Rasheed Memon’s earlier report published in Sindhi newspaper Kawish, official documents revealed that the company maintains control over key resources and infrastructure, sparking debates about the role of private entities in managing public assets. The report noted that company is also authorized to establish industries and engage with international companies. Memon wrote that a warning had been issued to officers, stating that any obstacles or delays in the process would result in administrative consequences.
The report further claimed that the Sindh government had pledged to provide all necessary facilities to support the process. It specified that provincial government would construct and maintain all roads, except for those within the company’s premises, which the company would handle. Additionally, the company was permitted to use water and other facilities in designated areas.

The Sindh government would issue a No Objection Certificate (NOC) and fulfill all legal requirements. The lease duration for the land allocated to the company, would remain under the ownership of Sindh government, with land records left unaltered.
Land Allotment in Sindh
A document on cooperative agricultural farming projects, approve by previous provincial and federal government, stated that permission for land allotment had been granted on July 7, 2023. The document suggest that the PPP government was involved in the land allocation decision, which the caretaker government later implemented by allocating 52, 713 acres of government.
In the initial phase, the government has allocated 52,713 acres of land to the company for its pilot project, including:
- 28,000 acres land in Khairpur,
- 10,000 acres in Tharparkar, acres land,
- 9,405 acres in Kachho including Dadu,
- 1,000 acres in Thatta,
- 3,408 acres in Sajawal,
- 1,000 acres in Badin.
In the second phase, land in Karachi division will be allocated, including areas such as Malir, Gadap, Ibrahim Hyderi, Keamari, and other districtis. All vacant land in Karachi will be provided to the Green Cooperative Initiative company.
