(TRN) Sindh government has turned down a demand for NOC (“No Objection Certificate) from the federal government to build cities on Twin Islands in Sindh’s capital Karachi.
The federal government wanted to build cities on the Islands in Karachi. Sindh government said that they would not accept any kind of illegal and unconstitutional step by the centre. The centre has no legal right to lay claim to the property of province, Sindh.
However, the same issue arose during prior governments but Sindh strongly opposed it and made them step back from the demand for cities on Islands.
Sindh has around 300 Islands and Balochistan has also Islands. These belong to provinces – on the other hand, it is said that centre has been trying to control all coastal areas in both provinces.

The federal government goes against the constitution:
Ismail Rahoo, Sindh minister for agriculture, reiterates that the federal government has not consulted them, nor will province approve such illegal action. The ruling party (PTI) wants to encroach upon Islands, therefore, centre has intention of bringing Pakistan Islands Development Authority, 2020 by which will control all coastal areas in Pakistan.
He added that Pakistan constitution article 27 (5) A and 27 (8), the federal government has to consulate provinces for drafting act.
According to the constitution, marine water from 0 to 12 nautical miles is the property of provinces that the federal government cannot build a city on provinces’ property.
“Zulfikar Ali Bhutto, first elected prime minister of Pakistan established Port Qasim Authority for purpose of Port. But, we have seen that how Port Qasim Authority violates its authority, Muhammad Ali Shah, president at Fisherfolk Forum, says Port Qasim Authority and Karachi Port Trust both do not work, accordingly.
“Why Port Qasim Authority and Karachi Port Trust did sell coastal land to more than 100 industries,” asks he, “Who has given them right?”
Meanwhile, the ruling party (PTI) is reported to have issued an order to establish cities on Islands.
Sources claim that it may be part of CPEC (China Pakistan Economic Corridor), its first phase “Tourism” – thus, in Kund Malir, Lasbela District, Balochistan; is being established and coal power is to be built on coastal areas.
Cities on Islands will kill marine life and harm the environment. “In the name of development, the state ruins our coastal area that belongs to Indus Delta. They are unable to improve the infrastructure of other cities and villages, but they want to do business on Islands that will raze fishermen’s lives,” said Shah Mohammad Ali.
By hook and by crook, the centre will establish cities on Bhandar and Dingi, but Sindh won’t accept its unconstitutional demand.
